Statement of Issue:
The City has been offered a donation of hand soap valued at approximately $8,000 from the donor pursuant to a Donation Agreement dated June 2026. The donation consists of hand soap with an invoice value of $10.99 per gallon for use in beach area soap dispensers, beach restrooms with hand sinks, and the main promenade parking structures.
City Council approval is required to authorize acceptance of the donation and execution of the Donation Agreement.
Financial Impact:
Acceptance of the donation will provide the City with approximately $8,000 worth of hand soap at no cost to the City, reducing expenditures that would otherwise be incurred for supplies.
There is no direct fiscal impact associated with acceptance of the donation.

Analysis:
The proposed Donation Agreement provides the City with a supply of hand soap at no cost. Acceptance of the donation supports the City's efforts to maintain clean and sanitary public facilities while reducing operational supply costs.
Under the agreement, the donor will provide hand soap with an invoice value of approximately $8,000. The City agrees that the donated soap will be used exclusively in the new beach area soap dispensers, beach restrooms equipped with hand sinks, and the main promenade parking structures. This restriction ensures that the donated product is utilized in the facilities identified by the donor while supporting public access to handwashing amenities in high-use areas.
In consideration of the donation, the City will place a Simple Green sticker on the designated soap dispensers until the donated inventory, valued at $8,000, has been exhausted.
Staff has reviewed the terms of the agreement and determined that acceptance of the donation provides a public benefit through cost savings and support of City restroom operations. Approval of the agreement will allow the City to accept and utilize the donated soap inventory while recognizing the donor's contribution in accordance with the terms of the agreement.
