Statement of Issue:
On August 10, 2026, the City of Huntington Beach publicly opened bids for the Huntington Harbour Dock Demolition and Replacement project (CC1896). City Council action is requested to accept the lowest responsive and responsible bid and award the construction contract to South Shore Marine Construction, Inc.

The available funding for this project is $400,000.00 from the Infrastructure Fund (314) in Account 31490048.82800. To fully fund the project, staff is requesting that City Council appropriate a total of $27,487.50 from the Infrastructure Fund, from Account 31440003.82000 to Account 314900048.82800.

B) Accept the lowest responsive and responsible bid submitted by South Shore Marine Construction, Inc in the amount of $388,625.00 (Base Bid); and,
C) Authorize the Director of Public Works to approve construction change orders up to a 10% contingency for potential construction change orders; and,
D) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:
This project involves replacing the public dock adjacent to the Huntington Harbour Yacht Club on Warner Avenue. The existing dock is approximately 48 years old, significantly exceeding the typical 20-year lifespan for this type of dock. The proposed improvements include installation of a fully modular concrete dock with an anticipated lifespan of 50 to 60 years. Additional improvements consist of a new aluminum gangway, new lighthouse pedestals, and replacement of the existing water line, sewer lines, and electrical panel.
The project was publicly advertised on July 23, 2026, and bids were opened on August 10, 2026. A mandatory on-site pre-bid meeting was conducted on July 28, 2026, with five (5) contractors in attendance. This meeting provided prospective bidders with an opportunity to review the project site and gain a clear understanding of the project scope.
A total of fourteen contractors were listed as prospective bidders-contractors who received the bid documents; however, only five (5) attended the mandatory pre-bid meeting. Ultimately, only one (1) bid was submitted from South Shore Marine Construction, Inc., a local Huntington Beach business.

Staff recommends awarding a contract to South Shore Marine Construction, Inc. in the amount of $388,625.00. South Shore Marine Construction, Inc. has successfully completed similar construction projects within the City of Huntington Beach and other agencies. The total project cost is estimated to be $427,487.50, which includes the construction contract and 10% construction contingency.
Environmental Status:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15031c under Class 1 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
