Analysis:

The Non-Associated Resolution governs compensation and benefits for certain non-represented full-time employees. It is proposed to be modified to include adjustments similar to those being considered for the Management Employees’ Organization. Classifications that would be excluded from the salary adjustments include City Manager, Assistant  City Manager, Fire Chief, Police Chief, and Elected Officials. Resolution No. 2024-04 provides for adjustments to the Assistant City Manager, Fire Chief and Police Chief ranges; Resolution Nos. 2025-08, 2024-60, and 2023-10, set the pay for the Elected Officials.

Salient provisions of the proposed Resolution include:

                     Term: indefinite

                     Salary: 3% salary adjustments in 2025, 2026 and 2027

o                     Effective the pay period following City Council adoption

o                     Effective the pay period including January 1, 2026

o                     Effective the pay period including January 1, 2027

Elimination of the Performance Bonus in exchange for an additional top step to the salary schedule for each appointed classification

Annual increase to medical allowance as follows:

o                     Effective January 1, 2025: increase by $75 per employee

o                     Effective January 1, 2026: increase by $65 per employee

o                     Effective January 1, 2027: increase by $55 per employee
