Statement of Issue:
Authorize the use of $80,000 from the Supplemental Law Enforcement Services Fund (SLESF) to fund the Genetec Citigraf Platform for the Real Time Crime Center, $72,000 from SLESF to fund the O2X Human Performance Program for the officer wellness program, and $53,000 from Asset Forfeiture Fund (242) to fund the Axon Skydio Program to enhance drones as a first responder.
Financial Impact:
Staff is requesting City Council approval to appropriate up to $152,000 from SLESF to Account No. 98470101 to fund the Genetec Citigraf Platform and the O2X Human Performance Program and appropriate up to $53,000 from Asset Forfeiture Fund (242) to Account No. 24270101 to fund the Axon Skydio Program. Sufficient fund balance is available in the SLESF and Asset Forfeiture Fund to cover these costs.

Analysis:
The Police Department plans to open the Real Time Crime Center (RTCC) in early 2025. The Genetec Citigraf program is essential for the operation of the RTCC as it consolidates various siloed technologies. Genetec Citigraf integrates sensor data from sources including video surveillance, automated license plate readers, calls for service and criminal record information. As technologies continue to develop, Genetec Citigraf can also integrate future platforms. The requested funding for Genetec Citigraf covers the initial fees to launch the program. Annual subscription fees will be requested through the FY25/26 budget process.
Drones are becoming increasingly prevalent in society and are proving to be an important tool when responding to calls for service. Drones as a first responder enables the department to deploy remotely piloted drones to emergency calls, often arriving before ground units. They provide real-time situational awareness to the RTCC, significantly improving incident response time, allowing for safer tactical responses, locating suspects or missing persons, documenting crime scenes and de-escalating dynamic situations. The requested funding for Axon Skydio covers the initial fees to start the program. Annual subscription fees will be requested through the FY25/26 budget process.
The department continues its commitment to employee wellness with the addition of the O2X Human Performance (O2X) program. O2X provides an on-site specialist to implement programs designed to support employees in managing the rigors of the law enforcement profession. These programs include nutrition, training regimens and stress management. O2X has designed their programs to increase resilience, reduce preventable on-duty injuries, and improve productivity. A certified athletic trainer and a strength and conditioning specialist will maintain an office equipped with appropriate equipment for sessions with employees, scheduled to maximize availability to assist the most employees. The requested funding covers the balance after a partial grant was received to initiate the program. Annual fees will be identified in the department’s annual budget line item for employee wellness.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
