Statement of Issue:

The Public Works Department requires professional structural engineering and environmental consulting services to support staff with the design and regulatory approvals required to perform improvements on the existing Gilbert Drive bridge over the Shelter Channel in Huntington Harbour.

 

Financial Impact:

If approved by Council, grant funds in the amount of $424,300 for the preliminary engineering will be appropriated to the Bridge Preventive Maintenance Program (BPMP) account 129285101.82800. Funds for the balance of the contract ($60,103.19) are available in Measure M account 21385201.69365.

B)                     Accept award of a Federal grant administered by Caltrans in the amount of $424,300 and approve the appropriation of the funds to grant account 129285101.82800

Analysis:

The Public Works Department was awarded federal funding for the Caltrans Highway Bridge Program to perform preventative maintenance work on the existing Gilbert Drive bridge over Shelter Channel in Huntington Harbour.

 

The City advertised for engineering and environmental consulting services for various bridge rehabilitation projects. The City received two proposals to provide the necessary professional engineering and environmental consulting services in compliance with the provisions of Chapter 3.03 of the City’s Municipal Code, as well as Chapter 10 of the Caltrans Local Assistance Procedures Manual, due to the federal funding acquired.

 

The two proposals were received and evaluated by an established review board.  Staff determined Moffat & Nichol to be the top ranked consultant using the required qualifications-based selection process.

 

The Professional Services Contract between the City of Huntington Beach and Moffatt & Nichol for Engineering and Environmental Consulting Services for Gilbert Drive Bridge over Shelter Channel has a term of three (3) years with a not to exceed amount of $484,403.19.

 

The proposal includes inspection and production of bridge maintenance design documents for the Gilbert Drive Bridge over the Shelter Channel as part of the City’s Bridge Preventative Maintenance Program. The design documents will outline the necessary work based on the findings in the Caltrans Bridge Inspection Reports and the consultant’s inspection. The design will include the removal and replacement of asphalt, cleaning and replacement of the deck joint seals, replacement of the steel bearings, strengthening the steel girders, and repairing spalled and cracked concrete on the deck, the abutment, the sidewalk, the parapet, and the piers.

 

Environmental Status:

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

 

Strategic Plan Goal:

Goal 6 - Infrastructure Investment, Strategy D - Undertake major planning efforts including Fleet Capital Replacement Plan, Mobility Master Plan and Infrastructure Report Card to adequately anticipate and prepare for future infrastructure needs.
