Statement of Issue:
There is a need to amend the Municipal Code to add language codifying the Community-Parent Guardian Review Board (Board) for procurement of children’s library materials, per City Council Resolution 2023-41.
Financial Impact:
The Board and Staff Liaison will make an annual request for City Council approval of funding to purchase new books for Board review that are not in circulation.

Alternative Action(s):
Do not approve the recommended action, and direct staff accordingly.
Analysis:
On October 17, 2023, City Council approved Resolution 2023-41, establishing a policy for the review and recataloging of library materials containing sexual content. The Huntington Beach Municipal Code must be amended by adding section 2.66 to create the Community Parent-Guardian Review Board (Board) for Procurement of Children’s Library Materials, referenced in Resolution 2023-41.
The updated Municipal Code provides the following key information:
• Definitions of children’s books, sexual content, sexual references, and community standards
• Board purpose and composition
• Minimum meeting frequency
• Appropriate use of City Council annual allocated funding
• Board duties
