Statement of Issue:

On May 8, 2024, bids were publicly opened for the FY 23/24 Arterial Rehabilitation Project. City Council action is requested to award the construction contract to RJ Noble, the lowest responsive and responsible bidder.

 

Financial Impact:

Total cost for the project is $4,650,000 with the breakdown as follows:

Alternative Action(s):

Reject all bids and provide staff with direction.

 

Analysis:

This project will rehabilitate approximately two (2) miles of arterial streets. The streets included within the project include:

                     Edinger Ave: Saybrook to Countess

                     Talbert Ave: Edwards to End of West City Limits

Both streets will have new asphalt concrete pavement or slurry seal, utilities adjusted to grade, traffic loops, and striping. Improvements will also include limited replacement of concrete curbs, gutters, sidewalks, access ramps, and trees. The two (2) street segments have been chosen per the Pavement Management Plan with Pavement Condition Indexes (PCIs) that received poor ratings, warranting rehabilitation.

This project uses a recyclable paving material, Rubberized Asphalt Concrete (RAC), which contains crumb rubber derived from 100% California waste tire rubber. A two (2)-inch layer of RAC includes over 2,000 waste tires per lane mile. This project will divert approximately 10,000 waste tires that would otherwise end up in a landfill. The use of RAC in the rehabilitation of the City’s arterial streets has resulted in the diversion of more than 400,000 waste tires.

Additionally, this project will rehabilitate one alley on Indianapolis Ave (Farnsworth to Sandpiper). The alley has a PCI rating of 9, which is a failed score, and thus, requires rehabilitation. The improvements will include new pavement, concrete v-gutter, and reconstruction of the driveway approaches.

Staff recommends awarding a contract to RJ Noble in the amount of $4,046,298.55. RJ Noble has successfully completed similar arterial construction projects in the City including the most recent Banning Street Rehabilitation. The total project cost is estimated to be $4,650,000, which includes the construction costs, construction contingency, inspection, and supplemental services (soils and materials testing).

 

 

Environmental Status:

This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15031c under Class 1 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
