Analysis:

The City utilizes JD Edwards (JDE) as its financial management system to support various financial and accounting functions. Due to the specialized expertise required to maintain and support the system, the City periodically utilizes outside professional services to supplement internal resources, troubleshoot system issues, and provide technical and functional assistance as needed.

The City has several ongoing and upcoming system implementations and initiatives that require technical support and coordination with JDE. These include the implementation of the new UKG payroll system and Telestaff workforce management system, system modifications related to federal tax changes affecting overtime compensation, business license software, position control, and other financial system enhancements. These projects require specialized expertise to support system integrations, data management, configuration, testing, and ongoing functionality.

To obtain these services, the City conducted a competitive solicitation process and received proposals from three vendors. The proposals were evaluated based on the City's requirements, including qualifications, relevant experience, technical capabilities, proposed approach, and cost. Following the evaluation process, Murrillion Associates LLC was selected as the recommended firm to provide as-needed JDE support services.

The proposed three-year agreement, with a total not-to-exceed amount of $350,000, will provide the City with access to specialized technical resources to support these initiatives and ongoing system operations. The as-needed structure provides flexibility to address evolving operational and technical requirements while maintaining control over expenditures.

Environmental Status:

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
