Alternative Action(s):

Do not approve recommended action and direct staff accordingly.

Analysis:

The Engineering and Utilities Division identified the need to rehabilitate the Well 4 casing. In addition, the project will rehabilitate the above-ground facilities, including the installation of a new pump, electric motor, and frequency drive. The well-house will also be improved to protect electrical equipment from external elements. Upon completion, the project will restore an additional 1,000 gallons per minute of capacity to the City’s well field. Well water costs approximately half as much as imported water. Based on the anticipated cost savings, the project is expected to pay for itself within approximately two and a half years.

Bids were opened on August 10, 2026. The Notice Inviting Bids was posted through the City’s electronic bidding system, however, it was not published in a newspaper as required by Section 503 of the City Charter.  Due to staff turnover and the transition to new software, the required newspaper advertisement was inadvertently overlooked.

Staff recommends rejecting all bids and re-advertising the project. Staff will ensure that all required notices are properly advertised with a copy of publication affidavit is obtained prior to bid opening.

Environmental Status:

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project

Strategic Plan Goal:
