Statement of Issue:
The Huntington Beach Police Department has been awarded $82,080 through the FY26/27 Cannabis Tax Fund Grant Program (CTFGP) Award #30846 administered by the California Highway Patrol. The funding will support DUI enforcement and officer training initiatives aimed at reducing impaired driving incidents, particularly those related to cannabis and other drug use. CHP requires a resolution specific to the current fiscal year to execute the agreement and release funds. Staff are seeking Council approval to accept the funds, adopt the resolution, and appropriate the grant amount.
Financial Impact:
The $82,080 grant is fully reimbursable and will be used between July 1, 2026, and June 30, 2027. There is no impact on the General Fund. Grant revenues will be appropriated into a dedicated account for tracking and reporting purposes.

Analysis:
The Huntington Beach Police Department continues to see a significant number of DUI-related incidents, including an increase in drivers impaired by cannabis and other drugs. Although the department has two full-time officers dedicated to DUI enforcement, the recent increase in DUI incidents makes it clear that additional support is needed to combat the problem effectively.
This grant will support a two-part strategy focused on both enforcement and training. Funding will be used to conduct DUI saturation patrols during high-risk times and in areas where impaired driving is most likely to occur. These patrols will be staffed by trained officers and are designed to increase law enforcement visibility, deter dangerous behavior, and reduce the number of DUI-related accidents and arrests.
The grant will also fund training for officers on how to detect and handle impaired drivers. This includes hosting Standardized Field Sobriety Test (SFST) courses taught by certified HBPD instructors, as well as sending officers to external DUI-related training programs. Training will take place during officers' off-duty hours and will be covered through grant-funded overtime.
By combining focused patrol efforts with high-quality training, the department will be better equipped to address impaired driving in the community and improve public safety.
