Statement of Issue:
Public law requires that the City Council designate the persons authorized to execute financial transactions in the name of the City of Huntington Beach. City Council authorization is requested to update the list and titles of persons designated to transact on the City’s behalf.

Adopt Resolution No. 2025-37, “A Resolution of the City Council of the City of Huntington Beach Authorizing the Manual and/or Facsimile Signatures of the City Treasurer, Deputy City Treasurer, the Treasury Manager, and Finance Manager as Persons Authorized to Execute Financial Transactions in the Name of the City of Huntington Beach.”

Do not approve the recommended action, and direct staff accordingly.
Analysis:
Public law requires that the City Council designate the persons authorized to execute financial
transactions in the name of the City of Huntington Beach. City Council authorization is requested to
update the list and titles of persons designated to transact on the City’s behalf.
Due to recent vacancies, it is recommended the resolution be updated to amend signers to reflect and record these changes with the Office of the City Clerk.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
