Statement of Issue:
On March 31, 2026, bids were publicly opened for the City Gym and Pool Flooring Replacement Project. City Council action is requested to award the construction contract to Sanz Construction, Inc., the lowest responsive and responsible bidder.
Financial Impact:
The estimated project cost is $162,748, which includes the construction contract with Sanz Construction, Inc. , and a 4.5% contingency Funding for the project will be provided through the City Gym & Pool Floor Replacement Infrastructure Fund Account 31490027.82800.

B) Authorize the Director of Public Works to approve change orders for potential construction-related changes up to a 4.5% contingency; and,
C) Authorize the Mayor and City Clerk to execute a construction contract with Sanz Construction, Inc. in a form approved by the City Attorney.

Analysis:
The City of Huntington Beach Gymnasium and Pool facility (the “City Gym”), located at 1600 Palm Avenue, contains a variety of flooring types. The existing Luxury Vinyl Plank (LVP) flooring in the lobby, Room B, and staff office area is in disrepair, including missing, broken, and peeling planks.
To address these conditions, as well as moisture exposure from the adjacent pool deck, staff budgeted to replace the LVP flooring with non-slip, R11-rated porcelain tile, which is better suited for durability and safety in this environment.
Bids were initially opened on November 24, 2025, with three (3) bids received. All bids were determined to be non-responsive or significantly exceeded the City's allocated budget. In accordance with HBMC § 3.02.150B, the City Council rejected all bids on February 3, 2026, and authorized the Department to reassess the project and explore alternative delivery options.
The City subsequently re-advertised the project with revisions, including a change in flooring type in Room B from R11-rated porcelain tile to heterogeneous sheet flooring to match the gymnasium flooring in the Senior Center. Bids were publicly opened on March 31, 2026, with the following results:

Only one (1) bid was received for this solicitation. In accordance with HBMC § 3.02.130A, when a single bid is received, the City has the authority to require the submittal of detailed cost information to determine price reasonableness.
Staff reviewed the contractor’s cost breakdown, analyzed the bid schedule, and compared pricing to the initial round of formal competitive bids, utilizing market costs to validate. Based on this analysis, staff determined the pricing to be reasonable and the bidder to be a qualified, responsible firm.
Included in the contractor’s cost breakdown was the deduction of the hallway between the gym and Room B. The hallway measured roughly 250 square feet and resulted in $7,000 (4.5% of project cost) in savings. This deduction will be utilized as the project’s contingency to stay within the allocated budget of $163,930.70.

Staff recommends awarding a construction contract to Sanz Construction, Inc. in the amount of $155,748. Sanz Construction, Inc., has successfully completed similar flooring replacement projects. The total estimated project cost is $162,748, which includes the construction contract and a 4.5% construction contingency.
Environmental Status:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) under Class 1 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
