Statement of Issue:
The City of Newport Beach periodically requires supplemental law enforcement support for special events that exceed available staffing resources. The proposed agreement would allow the Huntington Beach Police Department, based on staffing availability, to provide temporary law enforcement personnel to support public safety and operational needs. City Council is requested to approve and authorize the City Manager to execute the Agreement for Supplemental Law Enforcement Services between the City of Newport Beach and the City of Huntington Beach to provide mutual support and specialized law enforcement services, as needed.
Financial Impact:
The agreement does not obligate either city to incur costs unless services are requested and provided. Reimbursable costs for services rendered will be billed in accordance with the terms of the agreement and funded through existing departmental appropriations or future budget adjustments, as necessary. The agreement is expected to provide full cost recovery and is not anticipated to impact the General Fund.

Analysis:
The Huntington Beach Police Department and Newport Beach Police Department have a longstanding collaborative relationship in providing regional public safety services. Interagency cooperation enhances both agencies’ ability to effectively respond to incidents requiring specialized resources, operational support, and coordinated law enforcement efforts.
The proposed agreement establishes a framework for either city to request law enforcement assistance, personnel, equipment, or specialized services from the other, based on staffing availability and operational needs. Services may include mutual aid during major incidents, special event staffing, marine patrol support, specialized investigations, tactical operations, and other mutually agreed-upon law enforcement functions.
For special event support, the requesting city will provide advance notice of service needs, allowing both agencies to coordinate staffing and operational requirements. The Huntington Beach Chief of Police will retain discretion over resource availability and staffing levels to ensure the City’s operational priorities and public safety needs are maintained.
The agreement also establishes reimbursement procedures and administrative coordination for interagency services. Approval of this agreement will strengthen regional public safety preparedness, improve resource efficiency, and provide operational flexibility without requiring separate approvals for individual requests for assistance.
Environmental Status:
Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
