Statement of Issue:
On December 2, 2021, bids were received electronically for the Bluff Top Park Trail Improvements Project, CC-1631. City Council action is requested to award the construction contract to Green Giant Landscape, Inc., the most responsive and responsible bidder.
Financial Impact:
Total construction cost for the project, including contingency and supplementals, is $2,330,017. $1,972,025 is available in the Park Development Impact Fund account 22845020.82900 and $309,382 is available in the Blufftop Grant Fund account 125686001.82800. To move the project forward, an additional appropriation of $48,609 is requested from the Infrastructure Fund to account 31490010.82900.

Analysis:
The Bluff Top Park Trail Improvements project has numerous benefits to the community. The project will improve mobility of the existing trail, replaced aged landscaping, and build a new sidewalk abutting Pacific Coast Highway. More specifically, the improvements widen the existing 12 feet wide trail to 18 feet which will separate faster traffic from pedestrians. A new sidewalk on Pacific Coast Highway will aid in mobility and passenger unloading.
These improvements will enhance the trail and public recreational experience for bicyclists and pedestrians through additional trail capacity. Additionally, the improvements provide the public, including people who require assistive devices such as wheelchairs and strollers, access to coastal resources and recreation amenities.
The base bid for the project includes the trail, landscaping, and irrigation improvements. The alternate bid includes sidewalk improvements within the Caltrans right-of-way. These improvements are needed to maintain accessibility of beach path and stairway users.

Staff recommends awarding a contract to Green Giant Landscape, Inc. in the amount of $1,864,013. Green Giant Landscape, Inc. has recently successfully completed similar projects within the City of Huntington Beach. The total Bluff Top Park Trail Improvements project cost is estimated to be $2,330,017, which includes the construction contract, project management and inspection ($2,050,415), and fifteen percent (15%) construction contingency ($279,602).
This project is the last of phases at Bluff Top Park, with the first phase being the improvements to the deteriorated railing (currently under construction).
Public Works Commission Action:
The Public Works Commission reviewed and approved CC-1631 on October 20, 2021.
Environmental Status:
The project is categorically exempt pursuant to Class 1, section 15301c of the California Environmental Quality Act.
