Statement of Issue:
On April 2, 2026, the City of Huntington Beach opened bids for the C6 SC1 Channel Improvements Phase 1 Project (CC-1674). City Council action is requested to accept the lowest responsive and responsible bid and authorize execution of a construction contract to Matcon General Engineering, Inc.
Financial Impact:
Total cost for the project is $394,914.08 with the breakdown as follows:

A) Accept the lowest responsive and responsible bid and authorize execution of a construction contract to Matcon General Engineering Inc. in the amount of $329,095.07; and,
B) Authorize the Director of Public Works to execute change orders within a 15% contingency amount of $49,364.26; and,
C) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:
The C6 SC1 Channel Improvements Phase 1 Project will address needed improvements to a City-owned, concrete-lined storm drainage channel located between Kampen Lane and Hague Lane, from Valencia Drive to Amsterdam Drive. The project includes the removal and disposal of damaged channel concrete side slopes and replacement with a geocomposite drain layer, 6-inch reinforced concrete slab, and associated appurtenances. This project is part of a multi-year, phased effort to protect channel slopes and adjacent properties from potential slab failures due to groundwater and soil pressure.

Staff reviewed Golden Coast Construction’s bid and determined it to be non-responsive based on failure to demonstrate the required project experience in accordance with the bid documents. The determination was based solely on the contents of the bid at the time of bid opening.
Matcon General Engineering, Inc. is the lowest responsive and responsible bidder. The firm has demonstrated experience performing similar channel repair and improvement work for public agencies, including Orange County Public Works.
The total estimated project cost is $394,914.08, which includes the construction contract, contingency, and costs for construction support services and related project expenses
Environmental Status:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because the project consists of the rehabilitation of existing city owned storm channel walls within the city’s own right-of-way, involving negligible or no expansion of use.
