Bolsa Avenue Arterial Rehabilitation - Tree Removals and Tree Replacements
body
Statement of Issue:
Approximately 76 parkway and median trees must be removed and replaced to facilitate hardscape and drainage improvements as part of the Bolsa Avenue arterial rehabilitation project from Bolsa Chica Street to Goldenwest Street. The removals are necessary to address infrastructure damage caused by tree roots and to ensure proper drainage and improve paths of travel for pedestrians.
Financial Impact:
The total project cost is estimated at $121,000 and will be included in the Public Works Department’s Capital Improvement Program budget for the Bolsa Avenue Arterial Rehabilitation project.
Recommended Action:
recommendation
Authorize the removal and one-for-one replacement of approximately 76 parkway and median trees within the project limits of the Bolsa Avenue Arterial rehabilitation.
end
Alternative Action(s):
Do not authorize the removal and one-for-one replacement of approximately 76 parkway and median trees within the project limits of the Bolsa Avenue Arterial rehabilitation and direct staff accordingly.
Analysis:
This report is submitted to provide justification for the removal of approximately 76 parkway and median trees and subsequent replanting within the same arterial corridor.
To facilitate the required concrete replacement, approximately 76 trees have been identified for removal. The removal of these trees is necessary to restore proper gutter flow and mitigate sidewalk lifting. Due to the City of Huntington Beach’s flat topography, even minor displacement of curb and gutter infrastructure caused by tree roots can impede stormwater flow and result in ponding or stagnant water.
All removed trees will be replaced in accordance with the City’s Tree Management Plan, with a one-for-one replanting in the parkway. Species identified for replacement include Crape Myrtles and Strawberry trees.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
