Statement of Issue:

Sewer master plans are crucial for ensuring the sustainable management of wastewater resources and meeting the needs of our community, now and in the future. A sewer master plan is a comprehensive planning document that includes assessments of our current sewer infrastructure and identifies projects that are needed for the long-term health of our sewer system.

 

Financial Impact:

Adoption of the Sewer Master Plan does not commit the City to fund specific projects and will not directly result in any financial impacts. Approval and adoption of the Sewer Master Plan by City Council will guide the development of the Sewer CIP during the annual budget process.

Analysis:

Staff issued a request for proposals in November 2022 and received one proposal from its list of on-call sewer engineering consultants. Three consultants declined due to lack of resources to perform the work. As such, GHD was selected as the most qualified firm and was issued a purchase order in the amount of $700,000. The scope of work included: update of the Sewer Master Plan; computerized sewer model and development; analysis of the City’s sewer collection system and pump stations; wastewater flow monitoring and data collection; and development of a Capital Improvement Program (CIP) project list for needs over the next ten years.

 

The draft final report was completed in July 2024. The total capital need over the next ten years is $142 million, which in addition to the capital improvement program (CIP), includes the annual sewer lining, video inspection, and residential overlay programs. The Gravity Sewer CIP recommends 156 pipe segments totaling 42,573 feet to be upsized at a cost of approximately $66 million. The Lift Station CIP recommends nine stations for full replacement with the remaining 18 stations all requiring some form of equipment replacement or rehabilitation, for a total program cost of approximately $49 million. The projects identified therein will help guide the development of the City’s future Sewer CIP Programs. Staff recommends that the Commission recommend the 2024 Sewer Plan update for City Council adoption.

 

Environmental Status:

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

 

Strategic Plan Goal:

 Goal 6 - Infrastructure Investment, Strategy D - Undertake major planning efforts including Fleet Capital Replacement Plan, Mobility Master Plan and Infrastructure Report Card to adequately anticipate and prepare for future infrastructure needs.
