Draft City of Huntington Beach Mobility Plan

Statement of Issue:
Over the past 2 years, the Public Works Department has been engaged with a consultant team to develop the City’s first Mobility Plan. The final Draft version of the plan is now available for review and comment by key City departments, advisory boards, and commissions.
Financial Impact:
The review of the Draft Mobility Plan will not result in any commitments to fund specific projects or efforts and will not directly result in any financial impacts. Approval and adoption by the City Council is likely to result in the development of future projects and enable or support the City in applying for competitive grant funds for mobility and complete streets efforts.

Analysis:
In the Fall of 2021, the City began an effort to develop the City’s first Mobility Plan by retaining the services of an engineering and planning team led by Sam Schwartz Engineering. The more than 2-year process of developing the Draft Mobility Plan for Huntington Beach included a great deal of research work within our community, including soliciting public input, hosting meetings with key stakeholders in the City, and meetings with key staff in various City departments. The expertise of the consultant team was also a vital part of the development and preparation of the plan. The details of the planning and development process are described in the attached Draft Mobility Plan along with the many treatments and programs recommended through the study.
Staff will provide a brief overview of the Draft Mobility Plan at the Public Works Commission meeting on April 17, 2024 and respond to initial questions that may be presented by the members of the CIAB/PWC and the public. Staff is requesting that all comments be submitted to the Public Works Department by 5:00 p.m. on May 14, 2024.
Additional Background
The need for the City to have a Mobility Plan was identified in early 2021 as the City began to consider additional projects to help address the needs of a variety of roadway and City facility users. Much of the development of the City to that point was focused on meeting mobility needs primarily based on motor vehicle transportation, as identified in the General Plan. While the City had been successful in developing a fairly extensive network of arterial bike lanes and it was commonplace for basic pedestrian facilities to be provided on most streets and roads, the needs of pedestrians and bicyclists were not typically given a high degree of scrutiny. As the City embarked on implementing new ideas to better serve the needs of pedestrians and cyclists, it became clear that we would greatly benefit from a broader guiding document to help identify and prioritize efforts and provide clear design guidance to apply to new projects.

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
