Statement of Issue:
The City of Newport Beach (Newport) desires to partner with the City of Huntington Beach to gain exclusive access to ten beds at the Navigation Center (Center) and wrap-around social services, housing navigation, outreach, and referrals to supportive programs. Council approval is requested to
Financial Impact:
Per the terms of the proposed MOU, the City of Huntington Beach will receive up to $538,200 revenue to the General Fund in Fiscal Year 2026/27 for services provided.

Analysis:
The City of Newport Beach (Newport) seeks to fund a partnership with the City of Huntington Beach to secure ten exclusive (reserved/set aside) beds at the Huntington Beach Navigation Center (Center), seven male beds and three female beds, and wrap-around social services, housing navigation, street outreach, and referrals to supportive programs. A full scope of services to be provided is outlined in Exhibit B to the proposed MOU (Attachment 1).
Key terms of the proposed MOU include:
Term: One year, with two additional one-year extensions, if parties mutually agree.
Services: Access to ten beds at the Center, outreach case management for up to ten unsheltered clients. Newport will fund an outreach vehicle and other associated operating costs. The responsibilities of both parties are outlined in detail in the MOU.
Compensation: Newport will pay a flat monthly rate for beds and administrative services as outlined in Exhibit A of the proposed MOU, Schedule of Billing Rates. If there is a need for additional beds at the Center, Newport agrees to pay a per diem rate.
Additional Services: Should Newport request additional services, both parties agree to work together to create an amendment(s) to this MOU.
Environmental Status:
Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
