Statement of Issue:

The FY 2024/25 Opioid Settlement Spending Plan was presented to Council during the Proposed FY 2024/25 Budget Review Council Meeting in May 2024. The Detailed Expenditure Plan-Year 1 of the Opioid Settlement Spending Plan included a part-time contracted Medical Director/Chief Medical Officer.

 

Staff conducted a Request for Qualifications (RFQ) and is requesting that City Council authorize and approve the execution of a contract with Amir Rombod Rahimian, M.D., Inc. for Chief Medical Officer.

 

Financial Impact:

Funds in the amount of $167,500 are available in the National Opioids Settlement Fund to cover the first year of the agreement and no additional appropriations are required. The total available Opioid Settlement Funds for this agreement will be approximately $50,000 in subsequent fiscal years, subject to changes in available Opioid Settlement funding.

Analysis:

The FY 2024/25 Opioid Settlement Spending Plan was presented to Council during the Proposed FY 2024/25 Budget Review Council Meeting in May 2024. The Detailed Expenditure Plan-Year 1 of the Opioid Settlement Spending Plan included a part-time contracted Medical Director/Chief Medical Officer.

 

The FY 2024/25 Opioid Settlement Spending Plan included a proposal for 20 hours per week to be covered by opioid settlement funds in year one to build up the program. The Chief Medical Officer will create programs to provide substance use disorder (SUD) healthcare and community engagement services. The goal is for the ground laid in year one to support ongoing efforts and generate additional revenue streams for subsequent years.

 

The City conducted a Request for Qualifications (RFQ) for Chief Medical Officer and one proposal was received. The City evaluated the proposal using a qualifications-based selection process and conducted market research to ensure that the hourly rate proposed is fair and reasonable.  Based on this evaluation, staff is requesting that City Council authorize and approve the execution of a three-year agreement with Amir Rombod Rahimian, M.D., Inc. for Chief Medical Officer at a contracted rate of $160 per hour with a total not to exceed amount of $291,500.

 

As stated in the RFQ, the hours per fiscal year will be limited by available funds. The Fire Chief or Designee will approve requested payroll hours. Annual reimbursement up to $8,000 per fiscal year requires approval of Fire Chief or Designee and reimbursement per fiscal year will be limited by available funds. The total available California Opioid Settlement Funds to compensate the Chief Medical Officer in Fiscal Year 2024/2025 is $167,500. The total available California Opioid Settlement Funds in subsequent fiscal years will be approximately $50,000. The funds for these stated dollar amounts may be modified due to availability. The term for this contract is for three years which may be modified in the event the funding becomes no longer available. The following is a summary of the do not exceed amount of $291,500 based on the RFQ:

 

 

 Environmental Status:

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
