Zone 3 Residential Pavement Project - Tree Removals and Tree Replacements
body
Statement of Issue:
Approximately 60 parkway trees (±10%) must be removed and replaced to facilitate concrete and drainage improvements as part of the Zone 3 Residential Overlay and Slurry Seal Project. The removals are necessary to address infrastructure damage caused by tree roots and to ensure proper drainage and improve paths of travel for pedestrians.
Financial Impact:
The total project cost is estimated at $60,000 and will be included in the Public Works Department’s Capital Improvement Program budget for the Zone 3 Residential Overlay and Slurry Seal Project.
Recommended Action:
recommendation
Authorize the removal and one-for-one replacement of approximately 60 parkway trees (±10%) to facilitate the Zone 3 Residential Overlay and Slurry Seal Project.
end
Alternative Action(s):
Do not Authorize the removal and one-for-one replacement of approximately 60 parkway trees (±10%) to facilitate the Zone 3 Residential Overlay and Slurry Seal Project and direct staff accordingly.
Analysis:
This report is submitted to provide justification for the removal of approximately 60 parkway trees (±10%) and subsequent replanting within Maintenance Zone 9.
The Pavement Management Plan divides the City into 12 maintenance zones, numbered 1 through 12. Zone 3 is scheduled for improvements in Fiscal Year 2025/26. This will mark the second maintenance cycle through these zones.
The Zone 3 Residential Overlay and Slurry Seal Project includes approximately 8 miles of pavement overlay and 8.5 miles of slurry seal. Additional scope of work includes curb, gutter, and sidewalk replacement; zone-wide tree trimming; crack sealing; localized pavement repair (slurry preparation); utility maintenance; and traffic sign and pavement marking enhancements.
To facilitate the required concrete replacement, approximately 60 (±10%) parkway trees have been identified for removal. The removal of these trees is necessary to restore proper gutter flow and mitigate sidewalk lifting. Due to the City of Huntington Beach’s flat topography, even minor displacement of curb and gutter infrastructure caused by tree roots can impede stormwater flow and result in ponding or stagnant water.
All removed trees will be replaced in accordance with the City’s Tree Management Plan, with a one-for-one replanting in the parkway.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
