Statement of Issue:

Mayor Kim Carr and Councilmember Mike Posey, Council Liaisons to the Personnel Commission, recommend the appointment of Katherine (Casey) Elford and Patricia Quintana for the remainder of the term of July 1, 2020, through June 30, 2022, and Cindy Vellucci for the remainder of the term of July 1, 2019, through June 30, 2021.

Approve the appointment of Katherine Elford and Patricia Quintana for the remainder of the term of July 1, 2020, through June 30, 2022, and Cindy Vellucci for the remainder of the term of July 1, 2019, through June 30, 2021, as recommended by the Council Liaisons to the Personnel Commission.

Alternative Action(s):

Refer the matter to the Council Liaisons for selection of other candidates to fill the vacancies.

 

Analysis:

Due to COVID-19, the Personnel Commission did not meet between April through September, but began holding regular meetings between October through December 2020 to assist with pressing personnel matters as well as the implementation of the Fiscal Year 2020/21 Citywide Restructuring Plan, approved by the City Council on November 2, 2020.  Vacancies have arose over the past several months, and the Commission is now unable to meet due to a lack of quorum.

 

Personnel Commissioners David Ellis and William Blair, whose terms were originally scheduled to end on June 30, 2020, but were extended to December 9, 2020, to assist during the COVID-19 pandemic, have both resigned.  This leaves two vacancies for the two-year term of July 1, 2020, through June 30, 2022. 

 

Additionally, Personnel Commissioner Robert Binam, whose term was scheduled to end on June 30, 2021, has resigned from the Commission.  This has left one vacancy for the two-year term of July 1, 2019, through June 30, 2021.

 

A recruitment has been conducted to fill these three vacancies.  Appropriate posting of the vacancies were conducted, as well as a press release in the local newspaper.  Eleven (11) applications were received for consideration.  Mayor Carr and Councilmember Posey are recommending the appointments Katherine Elford, Patricia Quintana, and Cindy Vellucci, as described below:

 

1.                     Katherine (Casey) Elford - Attorney/Labor Relations consultant with experience in conflict management and resolution, specializing in labor and employment. Her educational background includes a BA from UCSD and a Juris Doctor and Masters’ Degrees in Dispute Resolution from Pepperdine University School of Law. She served on the Personnel Commission from 2009 to 2015, and again from 2017 to 2019. Ms. Elford would be serving the remainder of the term ending June 30, 2022.

 

2.                     Patricia Quintana - Retired Senior Vice-President with 30 years in public administration with experience in workers compensation laws, risk management, and public personnel administration. Her educational background includes a BA in Political Science/Public Administration from Cal Poly Pomona and an MPA from California State University Fullerton. Ms. Quintana would be serving the remainder of the term ending June 30, 2022.

 

3.                     Cindy Vellucci - Senior Environmental Specialist with 10 years’ experience in Occupational Health and Safety, serving in the public sector since 2008.  Her education includes a BS in Marine Biology from California State University Long Beach.  Ms. Vellucci would be serving the remainder of the term ending June 30, 2021.
