Analysis:
On August 21, 2025, Governor Gavin Newsom signed legislation calling for a special election to waive the state's independent redistricting process and approve new partisan congressional maps that favor one party over another.

The California Citizens Redistricting Commission (CCRC) is a state agency created by the passage of Proposition 11 (2008), also known as the Voters First Act, and later modified by Proposition 20 (2010), the Voters First Act for Congress. The CCRC is responsible for drawing new Congressional, state legislative, and state board of equalization boundaries after every census.

Proposition 50 would amend the California Constitution to allow the state to use a new, legislature-drawn congressional district map for 2026 through 2030.

Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
