Statement of Issue:
There is a need to standardize policy governing flagpole height and corresponding flag size within parks and facilities under the purview of the Community & Library Services Department. Establishing a consistent standard is necessary to ensure uniformity, visual compatibility, and appropriate scale across the park system.
Financial Impact:
There is no fiscal impact to the City associated with the approval of a standardized flag and flagpole policy.

Analysis:
Over the past several years, the City has experienced an increase in requests to install flagpoles within parks, and interest in additional flagpoles throughout the park system continues. To ensure consistency, public safety, and compatibility, particularly within neighborhood park settings, staff recommends the adoption of a standardized flag and flagpole policy.
Flagpoles installed within City parks and Community & Library Services facilities shall be limited to a maximum height of thirty (30) feet, with accompanying flags not to exceed five (5) feet by eight (8) feet. These standards are intended to ensure consistency, safety, and visual compatibility within neighborhood park settings and shall apply to all current and future installations.
Parks that currently house flagpoles include 17th Street Park, Blufftop Park, Lake Park, Baca Park, and Wardlow Park. Any existing flagpoles that exceed the maximum height established by this policy are considered legally existing installations and are not subject to modification or removal as a result of this action.
All flagpole installations shall comply with City of Huntington Beach Public Works standards, applicable building permit codes, and accepted industry practices. Public Works and Community Development review shall be limited to structural, safety, and installation requirements and shall not authorize deviations from the maximum height or flag size established by this policy.
Any requests for alternative standards at civic, coastal, community, or regional facilities shall require separate legislative action.
