Statement of Issue:
On March 26, 2026, the City received electronic bids via PlanetBids for the FY 2025/26 Sewer Lining Project. City Council action is requested to award the construction contract in the amount of $1,970,231.60 to Performance Pipeline Technologies, Inc., the lowest responsive and responsible bidder.
Financial Impact:
The total construction cost for the project, including 15% contingency, inspection, and testing is $2,365,766.34.

Analysis:
The Engineering and Utilities Division identified the need for rehabilitation of existing sewer pipes based on maintenance history and video inspection. The scope of work for the project includes lining approximately 29,850 lineal feet of aged sewer main lines identified as a priority this year. The project locations would benefit from lining as the existing pipes contain calcium deposits resulting from groundwater seepage through minor cracks and joints, or have offset joints caused by tree root intrusion from adjacent mature trees located in parkways. These calcium deposits and roots inhibit sewage flow and will be removed prior to lining.
The lining process is a trenchless rehabilitation method in which a cured-in-place pipe (CIPP) UV liner is inserted into the existing pipe to form a new structural pipe within the existing pipe. The project also includes rehabilitation of 66 manholes.
Completion of this project will extend the service life of the sewer system by approximately 20 years, help prevent sanitary sewer overflows, reduce calcite buildup and groundwater inflow, and increase the structural integrity of the sewer infrastructure. Annual sewer lining projects preserve the life expectancy of critical citywide sewer utility infrastructure.
