Statement of Issue:

On November 17, 2021, bids were received for the Rodgers Senior Center Redevelopment Project, CC-1632.  City Council action is requested to award the construction contract to Legion Contractors Inc. the most responsive and responsible bidder.

 

Financial Impact:

Total construction cost for the project, including contingency and supplemental expenses, is $3,038,539.08.  $1,680,000 is available in the Park Development Impact Fund account 22845018.82900.  Staff is requesting additional appropriations of $ 1,358,539.08 from the Infrastructure Fund to account 31490009.82900.

 

Recommended Action:

A)  Accept the most responsive and responsible bid submitted by Legion Contractors, Inc. in the amount of $2,398,315.90; and,

 

B)  Authorize the appropriation of $1,358,539.08 from the Infrastructure Fund to account 31490009.82900; and,

 

C)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:

The Rodgers Senior Center redevelopment project will construct a new Park on the former Senior Center Property near the intersection of 17th Street and Orange Avenue in the downtown area.  As part of the new park development, the existing outreach building at this property will remain and the building interior and the exterior roof will be renovated and repaired. The recreation building will be demolished and the space will be converted primarily to an open space with a 13 space parking lot as part of the park development. In addition this project will provide improved ADA access, walkways along the park and open space turf.

The project was presented to the City Council on July 20, 2020.  At that time the City Council approved the conceptual design of the project, and directed staff to complete the design and bid out the project for construction.

 

Bids were received on November 17, 2021, with the following results:

The apparent low bidder was deemed nonresponsive.  Therefore, staff recommends awarding a contract to Legion Contractors, Inc. in the amount of $2,398,315.90. This contractor has recently provided acceptable work in the neighboring City jurisdictions in constructing similar project scopes.  The total project cost is estimated to be $3,038,539.08, which includes the construction contract bid amount above, construction management and inspection, supplementals, and fifteen percent (15%) construction contingency.

 

 Public Works Commission Action:

The Public Works Commission reviewed and approved CC-1632 on Sep 15, 2021.

 

Environmental Status:

The project is categorically exempt pursuant to Class 1, section 15301d of the California Environmental Quality Act.
