Alternative Action(s):

Do not approve recommended action and direct staff accordingly.

Analysis:

The HBFA is a recognized employee association representing approximately 123 full-time employees. A Tentative Agreement regarding the terms of a successor MOU was reached in October 2026.

Salient provisions of the Tentative Agreement between the City and HBFA include:

-                     Term of three years, expiring December 31, 2029

-                     Salary adjustment of 5% on January 1 of each year of the proposed MOU term

-                     Minimum staffing level of 20 on-duty Paramedics

-                     Annual increase to city medical contribution of $150 per month per employee in 2027 and 2029.

A summary of the Tentative Agreement between the City and the HBFA is included as Attachment 1, and a proposed redline MOU reflecting these terms is included as Attachment 2.  The redline of the MOU includes non-substantive updates to Fire Department policy numbers and titles, and the Minimum Staffing policy in the appendix has been updated to reflect the current policy (it was updated separate from the negotiations process).

The Fiscal Impact Report is included as Attachment 3.

Following City Council review of the Tentative Agreement and proposed MOU, a final version of the successor MOU will be presented at the November 17, 2026, City Council meeting.
