Statement of Issue:
Each year the Division of Boating and Waterways offers funding opportunities to public agencies to enhance, rehabilitate, and improve public access and accommodations for the boating public. The grant is competitive and is awarded based on the funds available and demonstrated need. If awarded, funds will be appropriated to enhance and rehabilitate the City’s public dock and facilities located adjacent to the Warner Fire Station at 3841 Warner Avenue. The grant will also fund improvements and rehabilitation of the Marine Safety docks.
Financial Impact:
The City is requesting up to $1,500,000 from Division of Boating and Waterways to fund the enhancement and rehabilitation of the City’s public dock and Marine Safety docks located at 3841 Warner Avenue. Should the City be awarded the grant from Division of Boating and Waterways, staff will return to the City Council at a future meeting with a request to accept the grant award and appropriate funds.

Analysis:
The City’s public dock and Marine Safety docks are in moderate to poor condition as the surface of the docks has deteriorated over the years due to use and exposure to the harsh marine environment. City staff has replaced sections of the surface of the public dock over the years, but a major rehabilitation is required to provide a safe and stable surface for the boating public. If awarded grant funding, the project will entail replacing the wooden surface of the public dock with a concrete decking that is much more durable and longer lasting surface that requires minimal maintenance. In addition to replacing the surface of the docks, grant funding will also be used to remodel the adjacent restroom facilities including replacing fixtures, adding lighting, and complying with current American Disabilities Act (ADA) standards. The project will also entail adding additional lighting to the docks to improve visibility and public safety.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
