Approve Amendment No. 1 for the agreement with Waymakers for Gang Prevention and Intervention Program Services

Statement of Issue:
City Council is requested to approve an amendment to provide additional compensation, in the amount of $70,000. An additional sum will be added to the original sum of $298,092, for a new contract amount not to exceed $368,092. In addition, the term of the agreement will be extended for one additional year, to June 30, 2027.
Financial Impact:
The first three years of the initial agreement authorized costs up to $298,092, with a fixed fee schedule as follows: Year 1 (FY 23/24) $96,442; Year 2 (FY 24/25) $99,335; and Year 3 (FY 25/26) $102,315. Actual expenditure over the initial three-year term totaled $254,135.13, generating net savings of $43,956.87 that will be carried forward to offset Year Four costs.
Sufficient appropriations are available to fund Year 4 of the Waymakers contract under the FY 26/27 Operating Budget in Business Unit 10070705.69365.

Analysis:
The City’s Gang Prevention and Intervention Program provides direct services to high-risk youth ages 10-18. Referrals to this program come primarily from the Police Department after contact with youths at risk for recruitment into local gangs.
The focus of the program is to strengthen the family unit, as the foundation of the community. Strong families and community mobilization are keys to securing a safe and nurturing environment. Thus, given the appropriate tools, concerned parents can better support their family and exert a positive influence on youth against potential gang involvement and violence. The core of the program directs services to high-risk youth ages 10-18. Services are built around recognition that youth engage in acting-out behavior due to a breakdown in the effectiveness of traditional family/school/community structures where they would normally fulfill needs for love, self-esteem, personal meaning, stability, and socialization.
Since 1992, the Huntington Beach Police Department has contracted with Waymakers (formerly known as Community Service Program, Inc. [CSP]) to manage and provide Gang Prevention and Intervention services. Their current contract expired on June 6/30/2026.
Environmental Status:
Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
Strategic Plan Goal:
Goal 8 - Public Safety, Strategy A - Community-wide comprehensive risk reduction program to optimize public safety's emergency response and reduce the number of calls.
