Statement of Issue:

On November 18, 2021, bids were publically opened for the Zone 5 Curb Ramp project.  City Council action is requested to award the construction contract to Nobest, Inc., the lowest responsive and responsible bidder.

 

 

Financial Impact:

The total cost of the project, including contingency and supplemental expenses, is $1,146,154. Funds for this project are available in the current fiscal year budget in the CDBG Account 23985163.82300 ($200,283), Infrastructure Account 31440005.82300 ($315,000), and Measure “M” Account 21390004.82300 ($200,000). An additional appropriation of $430,871 is being requested from the Measure “M” (213) fund balance.

 

Recommended Action:

A)  Accept the lowest responsive and responsible bid submitted by Nobest, Inc. in the amount of $1,007,200; and,

 

B)  Appropriate $430,871 from the Measure “M” fund balance to account (21390004.82300) and,

C)  Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.

Analysis:

This year’s paving program seeks to repair the concrete in Zone 5 which is downtown.  With the zone program the City will repair broken sidewalks, and curbs and add curb access ramps.  In addition to being good practice this is a requirement of the Americans with Disabilities Act (ADA).  Many of our street intersections and crossings have not had curb access ramps added to comply with ADA requirements.

Bids were publicly opened on November 28, 2021, with the following results:

Nobest, Inc. has successfully completed numerous projects similar in scope with the City in the past. Therefore, it is recommended that a contract be awarded to Nobest, Inc. in the amount of $1,007,200.  The total cost of the project is $1,146,154. This total includes the construction contract of $1,007,200 plus ten-percent (10%) construction contingency.  In addition, supplemental expenses for labor compliance monitoring and project inspection are needed for this project.

 

Environmental Status:

The project is categorically exempt pursuant to Class 1, Section 15301(c) of the California Environmental Quality Act.

 

Public Works Commission Action:

The Public Works Commission reviewed and approved CC-1637 on October 20, 2021, with a vote of 5-0-1 (Commissioner Nguyen absent).
