Senate Bill 1100 (SB 1100) Bulk Revisions to Job Class Specifications

Statement of Issue:
To ensure compliance with Senate Bill 1100 (SB 1100), which went into effect on January 1, 2025, Human Resources staff reviewed all impacted job classification specifications and is recommending updates accordingly. SB1100 makes it unlawful employment practice for an employer to include statements about the need for a driver's license in job advertisements, postings, applications, and similar employment material, unless the employer reasonably expects driving to be one of the essential functions for the position.
After review and analysis in collaboration with each City department and the impacted bargaining units, Human Resources identified those jobs for which driving is an essential function and has proposed adding or modifying language that will be standardized across all job classification specifications. Additionally, updates are being made to adjust formatting, grammar, punctuation, or wording to be consistent across all job classification specifications.
The Human Resources Department worked collaboratively with the impacted departments and bargaining units to seek input and address any questions or concerns resulting in the creation of the proposed revised job classification specifications.
Staff requests the Personnel Commission approve the recommendation in accordance with Personnel Rule 12 regarding amendments to the City’s Classification Plan.
Overview of Proposed Revisions
For ease of review and approval, the job classification specifications are being separated into three groups:
1) SB 1100 changes that require standardized driving language to be added and formatting changes;
2) SB 1100 changes that require removal of standardized driving language and formatting changes; and
3) Non-SB 1100 changes to include only formatting or wording updates to ensure uniformity and modifying current driving language to the standardized driving language.
Job classification specifications with added standardized driving language will reflect as follows:
• Added language in the “Examples of Essential Duties” section to reflect the driving requirement
o For example, “Travels to offsite locations within or outside of the city”
• Updated standardized driving language under the “Licenses/Certifications” section to include:
Possession of a valid California Class C driver license with an acceptable driving record required at time of appointment and throughout employment
• Added standardized DMV Pull Notice Language to include:
Employees regularly assigned/required to drive a city or personal vehicle in the course and scope of work shall be required to participate in the DMV Employer Pull Notice program
• Minor formatting updates may also be included to make the layout and/or wording uniform amongst all job classification specifications
Job classification specifications with standardized driving language removed will reflect as follows:
• Removal of any driving duties within the job classification specification
• Removal of the driver’s license requirement from the “Licenses/Certifications” section
• Removal of standardized DMV Pull Notice Language
• Minor formatting updates may also be included to make the layout and/or wording uniform amongst all job classification specifications
Job classification specifications with only formatting/wording updates or standardized language changes will reflect as follows:
• Addition of standardized DMV Pull Notice Language, if previously not included
• May have standardized driving language added to essential duties in connection to the current driving requirement
• Addition of standardized Disaster Service Worker Language to be uniform amongst all job classification specifications to include:
Public Employee Disaster Service Worker: In accordance with Government Code Section 3100, all Huntington Beach City employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster
• Addition of standardized combination of experience language under the “Minimum Qualifications” section to include:
Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination includes:
• Minor grammatical or formatting updates
• Updates to job titles within the descriptions that may have changed during the classification and compensation study

Amend the City’s Classification Plan by approving the proposed revisions to the job classification specifications in compliance with Senate Bill 1100 and the proposed additional changes to wording and formatting.

Do not approve the updates to the job class specifications and direct staff accordingly.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
