Statement of Issue:

To advance internal leadership development training within the City, the City’s human resources staff is requesting approval of on-call contracts with two leadership training firms to provide services on an as-needed basis.  These services are critical to meeting the human capital needs of the organization, and will assist with developing skillsets to improve operations and customer service, and reducing employee turnover.  To provide these services, two qualified firms have been selected through the City’s Request for Qualifications (RFQ) process. 

 

Financial Impact:

Given that the proposed contracts are for on-call services, there is no additional appropriation requested at this time.  If the on-call contracts are approved, services would be provided on an as-needed basis, subject to annual City Council budget appropriation authority.

B) Approve and authorize the Mayor and City Clerk to execute, “Professional Services Contract Between the City of Huntington Beach and Southern California Center for Nonprofit Management for Leadership Development Training.”

Analysis:

The City’s unique OneHB culture forms the foundation for how the City operates in a team-oriented manner in order to accomplish shared goals in service to the Huntington Beach community, as summarized below: 

 

                     We are One Team working together to serve the people of Huntington Beach exceptionally to inspire pride in our community.

 

                     We have One Focus to stay fanatical about achieving municipal excellence by being active caretakers of our unique, people-centric HB culture.

 

                     We have One Goal to ensure that HB continually improves its standing as a premier coastal enclave as measured through the health of our people, our organization, our infrastructure, and our community.

 

Human Resources is seeking to create leadership and professional development training programs that will assess a variety of the City’s organizational practices to identify ways to better embed the OneHB culture and organizational values into our daily operations.  These training programs will create alignment throughout the organization, from front-line staff to executive management, resulting in the improved ability to communicate across departments, break down silos, and use emotional intelligence in our daily interactions internally and with the public.

 

These trainings will help develop core supervisory, management, and leadership skills for our team, creating an internal talent pipeline for succession planning to better meet the short and long-term needs of the organization.  These programs are also aimed at improving employee retention and morale, thereby reducing costs associated with recruitment, training, loss of institutional knowledge, and service delays due to employee turnover. 

 

In compliance with Chapter 3.03 of the Municipal Code, proposals for these services were requested through the RFQ process and sixteen (16) firms responded.  Representatives from City departments ranked the proposals based on qualifications, experience, and references, and interviewed six (6) of the firms. 

 

Upon final review, it was determined that All American Leadership and Center for Nonprofit Management would best meet the needs of the City.  Each of the proposed contracts are designed to facilitate on-call services during the next three-year period.
