Statement of Issue:
The City Council is asked to approve a Consent to License Agreement between the City, Verizon, and Southern California Edison (SCE). This document formally acknowledges that all parties have authorized the continued operation of an existing Verizon cell site at Talbert Park and confirms that its location complies with SCE’s easement rights.
Financial Impact:
None. This Consent Agreement has no financial impact. All financial terms related to Verizon’s use of the site were addressed in the Site License Agreement previously approved by the City Council and executed in December 2024.

Analysis:
The City owns the property at 19242 Magnolia Street (APN 153-432-32), known as Talbert Park. SCE holds an easement over the property for high-voltage transmission lines.
In 2002, the City, Verizon and SCE entered into a three-party Site License Agreement allowing Verizon to install cellular equipment on City-owned land and antennas on SCE transmission towers. Separately, in 1999, Verizon and SCE entered into a Master Agreement and a Standard Agreement covering Verizon’s use of SCE-owned infrastructure for telecommunications equipment.
In 2022, SCE notified the City that it no longer wished to be a party to the Site License Agreement. As a result, the City and Verizon negotiated and executed a new two-party Site License Agreement in December 2024, which removed SCE as a signatory. That agreement governs the City’s financial relationship with Verizon and ensures the City retains control over the licensed area.
Following execution of the new agreement, SCE requested this Consent Agreement to formally document that:
• The City consents to Verizon’s use of the site within SCE’s easement area.
• The City acknowledges SCE’s rights under its easement and does not intend to challenge them.
This Consent Agreement is a procedural step requested by SCE to record the mutual consent of all parties and clarify that Verizon’s installation complies with all prior agreements and easement conditions. It does not modify or supersede any part of the Site License Agreement between the City and Verizon.
Once signed by the City, SCE will coordinate execution by the remaining parties and return a fully signed and recorded copy to the City.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
