Statement of Issue:

Each year, the Orange County Transportation Authority (OCTA) provides funding opportunities to reduce transportation related pollution that can impact local waterways, including Huntington Harbour, the Bolsa Chica Wetlands, and the Pacific Ocean. Staff is requesting City Council authorization to apply for funding under the OCTA Measure M2 Environmental Cleanup Program, Tier 1, to purchase and install one TrashTrap trash removal device and to increase the capacity of the storm drain on McFadden Avenue adjacent to Greer Park South.

 

Financial Impact:

The City is requesting up to $600,000 in grant funding from OCTA to support the purchase and installation of the TrashTrap unit and the upsizing of the McFadden Avenue storm drainpipe. The engineer’s estimate for the overall project is $916,600. If the City is awarded the full $600,000, the remaining $316,600 will be funded through restricted reserves available in the Storm Water Quality Fund (Fund 892).

Analysis:

The OCTA Measure M2 Environmental Cleanup Program (ECP), Tier 1, provides funding to mitigate visible pollution such as litter and debris that accumulate on streets and in catch basins before reaching waterways and the ocean. The program allows eligible jurisdictions to install structural best management practices (BMPs), including screens, filters, and low flow diversion devices.

To comply with State Trash Provisions aimed at preventing trash 5 mm or larger from entering water bodies, the City seeks to apply for up to $600,000 in grant funding. The project proposes to upsize the undersized existing 18-inch storm drainpipe on McFadden Avenue near Greer Park South, which has historically contributed to localized flooding during significant rain events. The replacement pipe-a 6-foot by 2-foot reinforced concrete box-will substantially improve drainage capacity and reduce flooding risks in the surrounding area.

The project also includes installation of an in-line TrashTrap device connected to the new storm drain system. This installation aligns with the City’s Trash Provision Compliance Plan, which identifies high trash generating land uses (industrial, commercial, high density residential, and bus stops) and requires downstream trash capture devices designed to collect debris 5 mm or larger before it enters local waterways and the ocean.

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
