Statement of Issue:
On January 22, 2026, the City of Huntington Beach publicly opened bids for the Humboldt Drive Bridge Rehabilitation Project (CC1451). City Council action is requested to accept the lowest responsive and responsible bid and award the construction contract to Beador Construction Company, Inc.
Financial Impact:
The total estimated project cost is $6,529,000, which includes the construction contract with Beador Construction Company, Inc. in the amount of $4,999,700, a $729,300 contingency, and $800,000 supplemental costs for construction support services and related project expenses.
The total cost of the Humboldt Drive Bridge Rehabilitation project is $6,529,000. The current project budget is a total of $3,144,000, which includes $2,814,000 in Highway Bridge Program funds (Account No. 96185002) and $330,000 in Water Fund (Account No. 50791054). In April 2026, the City secured additional federal grant funding from the Highway Bridge Program in the amount of $3,385,000 to fully fund the project. The project budget will be as follows:

B) Authorize the Director of Public Works to approve construction change orders within a $729,300 contingency; and,
C) Approve the appropriation of $3,385,000 to account 96185002.82300; and,
D) Authorize the Mayor and City Clerk to execute the construction contract in a form approved by the City Attorney.

Analysis:
The Humboldt Drive Bridge in Huntington Harbour is a 150-foot steel girder bridge spanning a channel that provides access to Humboldt Island from Saybrook Lane. The bridge was originally constructed in 1963 and seismically retrofitted in 1993. The Humboldt Drive Bridge Rehabilitation Project includes the widening and reconstruction of the bridge deck, sidewalks, barrier walls, handrails, structural girders, diaphragms, and bearing assemblies. The work also includes structural repairs and modifications to the bridge support bents, abutment walls, and approach. Additional work includes utility protection and relocation within the bridge limits, restoration of the east and west approach sections, implementation of traffic and pedestrian control measures, and a water line replacement. Construction is anticipated to begin in Fall 2026 and be completed in Fall 2027.
The Project was publicly advertised on December 18, 2025, and bids were opened on January 22, 2026. The bids received are summarized below:

Bidder 1 CT&T Concrete Paving Inc. elected to withdraw their bid after reviewing the project scope and requirements. Based on the lowest responsive and responsible bids received, the total estimated project cost of this project is $6,529,000, as itemized below:

A $729,300 contingency is recommended due to the complexity of bridge rehabilitation, the potential for unforeseen structural conditions, and the critical need to maintain reliable access to the island’s only land access point.
There are 260 working days in the project schedule, representing approximately one calendar year. The Supplemental Services total budget of $800,000 is allocated across project services based on the estimated level of effort required for each discipline. The cost distribution is as follows: $320,000 for construction management services, $330,000 for resident engineer and structural engineering services, $35,000 for geotechnical services and quality assurance, and $115,000 for source inspection and deputy inspection.
Staff has reviewed Beador Construction Company, Inc.’s bid and determined it to be responsive to the bid requirements. Staff has also evaluated the bidder’s qualifications and determined the firm to be responsible based on its experience performing similar bridge rehabilitation projects. Award of the construction contract to Beador Construction Company, Inc. is recommended at the June 16, 2026, City Council meeting.
Public Works Commission Action:
The Project was included in the Capital Improvement Program (CIP) reviewed by the Public Works Commission. The City Council subsequently approved the CIP, and no further Commission action has been taken.
Environmental Status:
NEPA Compliance: A Categorical Exclusion was approved on January 19, 2016.
CEQA Compliance: A Mitigated Negative Declaration No. 15-002 was approved on December 22, 2015.
