Statement of Issue:
A volunteer group has proposed enhancing the 14 planters along Main Street by replacing 40 existing Mexican Fan Palms (Washingtonia robusta) with 14 new Strawberry Trees (Arbutus marina) and installing new low-lying vegetation.
Financial Impact:
The total project cost is estimated at $28,200 and will be included in the Public Works Department’s Operations Division budget.

Analysis:
The City has received a proposal from a volunteer group to enhance the appearance of the 14 planters along Main Street, extending from Pacific Coast Highway (PCH) to Orange Avenue. Currently, these planters feature 40 Mexican Fan Palms (Washingtonia robusta) accompanied by low-lying vegetation that is replaced quarterly.
The volunteer group has proposed replacing the existing Mexican Fan Palms with new Strawberry Trees (Arbutus marina) and installing new low-lying vegetation. This initiative would involve removing the current palms and planting 14 new Strawberry Trees.
While the City will fund the initial costs of the project, including tree removal and planting, the ongoing maintenance of the new low-lying vegetation will be the responsibility of the volunteer group. The City will retain responsibility for the ongoing maintenance of the new Strawberry Trees, including tree care, pruning, and long-term sustainability. This collaborative approach ensures that the City and the volunteer group share responsibilities for maintaining the newly enhanced planters. The City will bear the cost of the initial installation and ongoing tree maintenance, while the volunteer group will handle the care of the vegetation.
Environmental Status:
This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
