Statement of Issue:

In late 2021 and all of 2022, the Public Works Department engaged the consultant team of KOA Corporation to develop the City’s first Local Roadway Safety Plan.  Recently, the LRSP was updated based on requirements for upcoming Federal traffic safety grant programs.  The LRSP is being presented to the CIAB/Public Works Commission to both share the information with the members and to help meet the Federal grant requirements.

 

Financial Impact:

Review of the Local Roadway Safety Plan does not result in required expenditures.  However, the document does allow the City to prioritize different types of safety improvements and enables the City to be eligible for some competitive grants to study and implement traffic safety improvements.

CIAB members receive the document and forward any questions or comments to Public Works staff as appropriate in the future.  This is an on-going plan that will be used to help develop capital improvement projects and project elements in the future.

Analysis:

In 2021, the City of Huntington Beach received a State grant to fund the development and preparation of a Local Roadway Safety Plan (LRSP) with an overall budget of $147,000.  The purpose of the study was to perform a comprehensive review of roadway safety needs and prioritize roadway safety modification on our local streets.  These efforts are in support of the statewide initiative, the “Statewide Highway Safety Plan”, focusing on local-level concerns.

 

The overall approach to the study included the gathering and evaluation of a substantial amount of data related to a variety of roadway safety issues along with the engagement of stakeholders to gain insights into needs of the City.  This effort is part of the City’s continuing efforts to enhance public safety for the different users of our roadway system.

 

The LRSP was initially completed in December 2022 and subsequently updated in 2024 to include additional information required to meet eligibility requirements to make the City eligible for Federal Grant funding.  The previous version of the study was treated as an internal document to aid staff in developing safety project or incorporate elements within upcoming capital improvement project efforts.  The LRSP is being brought to the Public Works Commission at this time as an information item.

 

Overview of the Local Roadway Safety Plan:

 

To assist the CIAB/Public Works Commission members in reviewing the document, several highlights and key concepts are highlighted in this report.  The LRSP utilized a very data driven approach to evaluating safety on the roadways with Huntington Beach.  Section 2.0 Provides useful information in understanding the terminology and approach used in the preparation of the document.  Section 2.4 is particularly useful in understanding the approach.

 

Ultimately, the analyses result in the identification of a series of engineering countermeasures and non-engineering measures that can be considered to address individual conditions or patterns.  The engineering countermeasures tend to focus on physical changes that can be implemented (including operational changes), the non-engineering safety measures are typically focused on Education and Enforcement efforts.

 

The report also provides recommendation for continued use and update of the LRSP.  The recommendations include regular reviews to ensure that we are taking appropriate steps to implement the plan.  It also includes recommendations for establishment of an oversight committee that can meet periodically to review previous and current efforts, as well as look forward to prioritizing future projects.

 

Environmental Status:

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

 

Strategic Plan Goal:

 Goal 6 - Infrastructure Investment, Strategy D - Undertake major planning efforts including Fleet Capital Replacement Plan, Mobility Master Plan and Infrastructure Report Card to adequately anticipate and prepare for future infrastructure needs.
