Statement of Issue:
The Edison Park Reconfiguration Conceptual Plan was approved at the March 3, 2026, City Council meeting. Community & Library Service Department staff sought a Landscape Architecture Firm to facilitate final design services and construction documents, under the approved phased approach. Staff conducted a Task Order Request for Proposals (TORFP) utilizing the City Council Approved 2025 Professional Services Contracts for On-Call Multi-Discipline Architectural Engineering, Landscape Architectural Engineering, and Professional Consulting Services. Staff concluded this process and recommends RRM Design Group to complete final design services and construction documents.
Financial Impact:
The total design cost submitted is $1,366,772.00. Staff is requesting approval of Amendment No. 1 to the existing On-Call Professional Services Contract with RRM Design Group, allocating an additional $500,000. Sufficient funding for this project is available in Quimby Fund, Account No. 22645014.82900.

Analysis:
Edison Park, located at 21377 Magnolia Avenue, opened to the public in 1974. Since that time, the 40-acre park has functioned as one of the City’s main recreational facilities. With multiple sports facilities and a community center building, Edison Park offers a wide range of programs for adults and children alike, including sports leagues, camps, and a wide range of recreational and instructional classes. Recent improvements include the interior remodeling of the community center, a temporary skate spot, and temporary pickleball courts.
In 2021 the process to begin the redevelopment of Edison Park kicked off, which included community outreach, studies, and surveys to better understand the site’s conditions, the community needs, and the impacts. This process concluded in early 2026 and the City Council approved the Conceptual Design on March 3, 2026.
Following approval, staff prepared and conducted a Task Order Request for Proposals (TORFP) utilizing the City Council Approved 2025 Professional Services Contracts for On-Call Multi-Discipline Architectural Engineering, Landscape Architectural Engineering, and Professional Consulting Services. The Request for Proposals concluded May 2026, with a list of seven (7) firms submitting proposals and pricing.
Project Management staff organized these proposals and conducted an in-house three (3) member panel evaluation. Staff read through each proposal and cost sheet, and gave the firms scores on a scale of 1 - 5, on five (5) criteria:
1. Compliance with the RFP Requirements
2. Technical Approach and Understanding of Project Methodology
3. Qualifications and Experience of Firm, Key Individuals, and Sub-Consultants
4. Recent Experience of Firm Conducting Similar Scope
5. Cost and Price
Score averages were tallied and firms were ranked. These rankings were weighed at 40% of the total score for each firm. The top three (3) ranked firms were contacted to participate in a panel interview.
Project Management staff organized an interview panel containing three (3) outside experts from local cities, and one (1) in-house staff in the Public Works Engineering Construction Division. The panel was given each firm’s proposal, cost sheet, and the TORFP for reference; however, the firms were instructed to plan a presentation and to be prepared for questions. Firms had fifteen (15) minutes to give a presentation and forty-five (45) minutes to answer questions. The interview panel scored the firms on four (4) criteria with two (2) to three (3) questions per criteria:

2. Work Approach
3. Community Engagement
4. Qualifications and Work Experience
Score averages were tallied and firms were ranked. These final rankings were weighed at 60% of the total score for firms.
After including the weighted scores from the proposal review round and interview round, RRM Design Group was determined to be top scoring firm. As a result, staff recommends RRM Design Group to complete final design services and construction documents.
The original Professional Services Contact with RRM Design Group was approved on August 19, 2025, for three years, with a not to exceed amount of $1,000,000. An additional $500,000 is being requested as part of this action, bringing the total not to exceed amount to $1,500,000.
Environmental Status:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1 - Existing Facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because the project consists of repair and restoration of an existing public facility involving negligible or no expansion of the existing use.
