Statement of Issue:
On May 15, 2018, bids were publically opened for the Central Park Parking Lot at Shipley Project. City Council action is requested to award the construction contract to GMC Engineering, Inc., the lowest responsive and responsible bidder.
Financial Impact:
Funds in the amount of $334,472 are available from the Park Development Impact Fund Account 22845009.82900 and $165,528 from the Park Acquisition and Development Fund Account 20945003.82800. The total estimated project cost is $500,000 which includes the construction contract, 15% contingency, supplemental expenses, construction management, and inspection.

B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,
C) Authorize the Director of Public Works to expend up to 15% in contingency funds.

Analysis:
Visitors to the Shipley Nature Center in Central Park currently park in a dirt parking lot. The Community Services Department has identified the need to create a permanent parking lot as part of the Central Park Master Plan. The new parking lot will contain 41 marked spaces. Landscaped bioswales are incorporated in an effort to treat runoff from the asphalt parking lot. In addition, new LED parking lot lights will be installed.
Bids were publicly opened on May 15, 2018, with the results as indicated on Attachment 1.
The lowest responsive and responsible bidder was determined to be GMC Engineering, Inc. Their experience was acceptable and they have performed well on previous City projects, including the Central Park Parking Lot at Slater Avenue; therefore, staff recommends awarding a contract to GMC Engineering, Inc., in the amount of $394,394. The total project cost is estimated to be approximately $500,000, which includes the construction contract, 15% construction contingency and supplemental costs (soil testing and landscaping).
Environmental Status:
The project is categorically exempt pursuant to Class 1(b), Section 15301 of the California Environmental Quality Act.
