body
Statement of Issue:
To remain eligible to receive Measure M2 Program funding, the City must adopt a resolution informing Orange County Transportation Authority (OCTA) that the City’s updated Pavement Management Plan (PMP) has been approved by the City. The City must also submit to OCTA an adopted 7-year Capital Improvement Program (CIP) to comply with renewed Measure M eligibility requirements.
Financial Impact:
The City’s Measure M2 local fair share allocation in Fiscal Year 2024/2025 is projected to be $5.1 million.
Recommended Action:
recommendation
A) Adopt Resolution No. 2024-15, “A Resolution of the City Council of the City of Huntington Beach Concerning the Status and Update of the Pavement Management Plan for the Measure M2 Program”; and,
B) Adopt the 7-year Capital Improvement Program for Fiscal Years 2024/2025 through 2030/2031 to comply with renewed Measure M eligibility requirements.
end
Alternative Action(s):
Do not adopt Resolution No. 2024-15 and/or the attached 7-year CIP for Measure M eligibility and provide staff with an alternative direction. This action would result in the loss of $5.1 million for the next fiscal year, and the loss of allocated and potential grant funding for the traffic and street improvement projects.
Analysis:
On November 6, 1990, Orange County voters approved the original Measure M, the Revised Traffic Improvement and Growth Management Ordinance, for twenty years from 1991 to 2011. On November 7, 2006, the Orange County voters approved the Renewed Measure M (Measure M2), which is a multi-billion thirty-year extension from 2011 to 2041 of the original Measure M.
Measure M2 net revenues are generated from a one-half cent sales tax plus any interest or other earnings after allowable deductions. Net revenues may be allocated to local jurisdictions for a variety of programs identified in Ordinance No. 3 (Attachment #3). Compliance with the eligibility requirements in Ordinance No. 3 must be established and maintained in order for local jurisdictions to receive Measure M2 net revenues.
The City must satisfy certain requirements to maintain eligibility to receive funding from OCTA. In addition to informing OCTA that the City Council approved the Pavement Management Plan (Attachment #4), the City must also adopt a 7-year CIP for fiscal years 2024/2025 through 2030/2031 to comply with Measure M2 eligibility requirements. The 7-year CIP (Attachment #2) identifies all projects currently and potentially funded by OCTA Measure M2 funds.
The following projects are identified in Attachment #2:
1. Arterial Complete Streets
2. Arterial Rehabilitation FY 2024/2025
