Analysis:

Edinger Avenue and Atlanta Avenue are funded from the Infrastructure and Measure “M” accounts.  Edinger Avenue (Springdale Street to Edwards Street) will be constructed using Full Depth Reclamation (FDR).  Atlanta Avenue will be paved using a 4-inch mill/fill process.  Both streets will have a wearing surface course of fiber-reinforced rubberized asphalt concrete hot mix (ARHM).  Manholes, monitoring wells, survey monuments, and water valve assemblies will be adjusted to grade and traffic loops and striping will be replaced.   Improvements also include limited replacement of concrete curb, gutter, sidewalk, and access ramps where needed.

The other project segments include Brookhurst Street and Warner Avenue. Brookhurst Street (PCH to Channel Bridge) will involve patching of the concrete barrier walls funded by the Infrastructure account.   Warner Avenue (at Asari Lane) pavement segment will include a combination of 2” mill/fill and 6” mill/fill and is related to the Water Well 9 project, which is funded by the Water Master Plan.

The project is using a sustainable paving material, which utilizes rubberized asphalt concrete (RAC) which contains crumb rubber derived from 100% California waste tire rubber.  A two-inch layer of RAC uses over 2,000 waste tires per lane mile.  The project will divert more than 7,500 waste tires that would otherwise end up in a landfill.  Including this project, the use of RAC in the rehabilitation of the City’s arterial streets has resulted in the diversion of over 338,000 waste tires.

Reimbursement from the CalRecycle Rubberized Asphalt Concrete (RAC) grant in the amount of $12,000 is anticipated.
