Statement of Issue:

Street sweeping plays a vital role in reducing pollution, removing debris, preventing storm drain clogs, and enhancing the appearance of the City’s 1,121 miles of residential and commercial streets. To ensure the effectiveness of street sweeping, enforcement must be both efficient and consistent. However, low staffing levels and other factors have previously limited the City’s ability to achieve full enforcement. Outsourcing street sweeping enforcement increases citation coverage and allows full-time City employees to focus on other essential community services.

 

In July 2024, the City issued a Request for Proposal for street sweeping enforcement services. Seven companies submitted proposals before the August deadline. Allied Universal Security Services was identified as the most qualified company to continue providing street sweeping enforcement services for the City of Huntington Beach.

 

Financial Impact:

Over three years, the total amount of this contract is $1,392,753. Annual costs for services are $448,639 for year 1, $463,906 for year 2, and $480,208 for year 3. Sufficient appropriations are budgeted in the current fiscal year in the Police Department. Funds for future years will be budgeted accordingly.

Approve and authorize the Mayor and City Clerk to execute the "Service Agreement Between the City of Huntington Beach and Universal Protection Services, LP OBA Allied Universal Security for Street Sweeping Enforcement Services" in an amount not to exceed $1,392,752.79 over a three-year term.

Analysis:

Street sweeping enforcement is essential for maintaining clean streets and ensuring compliance with parking regulations. In the past, Parking Control Officers were frequently redirected from street sweeping enforcement to respond to other high-priority calls, including citizen complaints, increased community events, and parking-related issues. By continuing to contract with a private company, the City can ensure dedicated enforcement coverage while allowing existing personnel to focus on quality-of-life issues, citizen concerns, and other pressing community priorities.

 

In July 2024, the City issued a Request for Proposal (RFP) for street sweeping enforcement services. Following a comprehensive evaluation of submitted proposals and a cost-benefit analysis comparing in-house enforcement, it has been determined that Allied Universal Security Services provides the best value to the City. The initial annual cost for services is $448,639, with projected costs of $463,906 in year two and $480,208 in year three. This represents a cost-effective approach compared to maintaining the service in-house while ensuring consistent enforcement.

 

Allied Universal will continue using fuel-efficient vehicles that match the City's current fleet branding. They utilize advanced technology and data analytics to optimize enforcement operations, improve monitoring, and enhance service delivery. This approach aligns with the strategic goals of the Department and the City, ensuring greater efficiency and effectiveness.

 

The Huntington Beach Police Department is actively collaborating with Allied Universal leadership to establish enforcement expectations, outline route details, and specify service requirements. Through their proposal, interview process, and ongoing services, they have shown their ability and commitment to meeting the City's needs while improving customer service.

 

No City staff will be laid off as a result of this contract.

 

It is recommended that the City Council approve a service agreement with Allied Universal Security Services for citywide street sweeping enforcement, with a three-year term and a not-to-exceed amount of $1,392,753.
