Statement of Issue:

The City has a project-specific on-call professional services contract with Moffatt & Nichol to provide engineering and environmental consulting services for the Davenport Bridge project over the Weatherly Channel in Huntington Harbour. As the contract is nearing expiration, staff is requesting a two-year extension to continue design efforts and provide construction engineering support.

 

Financial Impact:

Moffat and Nichols design work is already encumbered in a purchase order in the amount of $487,314.70.  The project is federally funded and does not require additional local funds for the current scope of work.

Approve and authorize the Mayor and City Clerk to execute "Amendment No. 1 to the Agreement between the City of Huntington Beach and Moffat and Nichol for On-Call Engineering and Environmental Consulting Services for the Davenport Bridge in Huntington Harbor," to extend the term by two years.

Alternative Action(s):

Do not approve the extension and pursue another consultant, which may result in the loss of previously approved federal funds.

 

Analysis:

The City has secured federal funding through the Caltrans Highway Bridge Program to complete preventive maintenance improvements on the Davenport Drive Bridge over the Weatherly Channel in Huntington Harbour. In February 2021, the City Council approved a contract with Moffatt & Nichol to provide design, environmental, and construction engineering support services for the project.

 

Because the project is federally funded and administered by Caltrans, it must undergo a detailed environmental review and approval process. Following environmental clearance, the City will obtain right-of-way certification from Caltrans. Construction is anticipated to begin after the completion of a separate lift station rehabilitation project adjacent to the bridge, which must be completed first to avoid conflicts.

 

To maintain momentum and ensure continuity through these critical milestones, staff recommends extending the existing contract with Moffatt & Nichol. The extension will enable the consultant to complete final design plans and continue providing support throughout environmental clearance, right-of-way certification, and construction, which will take place over the next several years.

 

Environmental Status:

Pursuant to CEQA Guidelines Section 15378(b)(5), administrative activities of governments that will not result in direct or indirect physical changes in the environment do not constitute a project.
