Statement of Issue:

The City currently has on-call professional engineering and construction management services contracts with Harris & Associates, Inc. and Wallace & Associates Consulting, Inc. to support the City’s Capital Improvement Program (CIP). To supplement staffing within the Public Works Department and ensure that CIP projects are completed without delays, it is necessary to amend the existing contracts with these two firms.

 

Financial Impact:

The requested $1 million increase for both contracts will be fully funded through the approved FY 2023/24 CIP budget of $41 million and the FY 2024/25 budget of $35 million. Each CIP project has designated funding for engineering, construction, project management, and inspection services.  No additional CIP funding is required by this action.

A) Approve and authorize the Mayor and City Clerk to execute “Amendment No. 1 to Agreement between the City of Huntington Beach and Harris & Associates, Inc. for On-Call General Engineering Consulting Services,” to increase the contract amount by $1 million; and,

B) Approve and authorize the Mayor and City Clerk to execute “Amendment No. 1 to Agreement between the City of Huntington Beach and Wallace & Associates Consulting, Inc. for On-Call Construction Management and Engineering Services,” to extend the term by one year and increase the contract amount by $1 million.

Analysis:

The City’s on-call professional services contracts with Harris & Associates, Inc. and Wallace & Associates Consulting, Inc. have been integral to the successful completion of various Capital Improvement Program (CIP) projects over the past few years. These consultants provide expertise in general engineering, construction and project management, and inspection, ensuring that projects meet deadlines and maintain high-quality standards. Due to staffing shortages and the need to complete FY 23/24 and FY 24/25 CIP projects, City staff requires continued consultant support to avoid delays and cost overruns.

By increasing the contract amount for both firms and extending the term of the Wallace & Associates Consulting, Inc. agreement, the City will ensure that design and construction of previous and current CIP projects continue without interruption. Issuing a new Request for Proposals (RFP) at this time to solicit new consultants would delay crucial projects currently under construction, incur additional costs, and disrupt the project timeline, ultimately impacting public infrastructure improvements.

Harris & Associates, Inc. and Wallace & Associates Consulting, Inc. have consistently demonstrated reliability, professionalism, and technical competence. The extension of their contracts aligns with the City’s goal to efficiently manage public resources while maintaining high standards for project execution.

 

Environmental Status:

This action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
