Statement of Issue:
On October 5, 2021, the City Council approved the execution of a Cooperative Agreement with the Orange County Transportation Authority (OCTA) for a traffic signal coordination project along Bolsa Avenue. The agreement is currently set to expire on December 31, 2026. Because OCTA has not yet completed the project, Amendment No. 1 is needed to extend the term of the agreement through December 31, 2027.
Financial Impact:
Funding to cover the City’s local match of the project costs has been budgeted in the Traffic Congestion Relief Fund, Account 21990426.82700. No further appropriation is requested for this action.

Alternative Action(s):
Do not authorize approval of Amendment No.1 to the Cooperative Agreement and provide directions to staff to amend the terms of the agreement. Without approval of the amendment this project will terminate on December 31, 2026, and the City will lose access to the OCTA’s traffic signal timing support for this corridor.
Analysis:
On August 10, 2020, OCTA released a call for projects under the Competitive Measure M2 Regional Traffic Signal Synchronization Program (RTSSP), which supports inter-jurisdictional traffic signal coordination improvements. The funded project provides traffic signal synchronization along Bolsa Avenue from Bolsa Chica Street in Huntington Beach to Newport Avenue in Tustin.
On October 5, 2021, the City Council approved Cooperative Agreement No. C‑1‑3598 between OCTA and the cities along the corridor. OCTA serves as the lead agency, and the project includes operational and infrastructure enhancements at 55 signalized intersections. Improvements within Huntington Beach include installation of new traffic communication network components and upgraded traffic signal controllers. The project also provides new coordinated signal timing intended to reduce stops and delays throughout the corridor.
The current agreement expires on December 31, 2026. The project is now in the final phase of traffic signal timing development. OCTA is requesting approval of Amendment No. 1 to extend the agreement through December 31, 2027, ensuring sufficient time for all jurisdictions to complete the project.
The total project cost is estimated at $3,789,600, with approximately $216,400 of improvements within Huntington Beach. The City’s required local match remains $46,452-approximately 20 percent of the City’s share-which is unchanged by the amendment.
