Statement of Issue:
On May 7, 2026, bids were received for the construction of street lighting modifications on Orange Avenue from 11th Street to 18th Street, 12th Street from Pacific Coast Highway to Orange Avenue, Walnut Avenue from 11th Street to 17th Street and on 13th Street from Pacific Coast Highway to Palm Avenue. City Council action is requested to award the construction contract to Asplundh Construction, LLC, the lowest responsive and responsible bidder.
Financial Impact:
The engineer’s cost estimate for this project is $1,760,000, including contract administration, construction contingency and fees assessed by Southern California Edison. Funds for the project in the amount of $1,760,000 are budgeted in the Infrastructure Fund, Account 31440039.82800.

A) Accept the lowest responsive and responsible bid submitted by Asplundh Construction, LLC, in the amount of $1,389,738.46; and,
B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney; and,
C) Authorize the Director of Public Works to execute change orders not to exceed a total of 10 percent of the contract construction costs.

Analysis:
The existing street lighting systems on several downtown area streets are approximately 100 years old and the street light poles and conduits are in severely rusted or corroded condition. Additionally, these systems operate at a high voltage of approximately 6,000 volts, whereas the current design practice is 120 or 240 volts. The deteriorated conditions of these street lights result in frequent failure of the lights. The high voltage operation increases the risks associated with any work performed in maintenance of the system. The combination of these conditions makes the complete replacement of the system necessary to continue to provide safe and reliable street lighting.
The City has conducted several similar projects over the last 15 years, completely replacing the old systems in the downtown area and upgrading these systems to modern standards, including the use of energy efficient and long lasting LED fixtures. The street lighting on Main Street between 14th Street and Pecan Avenue has been identified as the next priority for the replacement of downtown street lighting.

Staff has reviewed the work experience and references provided by Asplundh Construction, LLC and determined that their bid is fully responsive to all project requirements. Additionally, staff has found Asplundh Construction, LLC to be a qualified and responsible contractor. Staff recommends that the Director of Public Works be authorized to approve change orders on this project in an amount not to exceed 10% of the construction bid, which is standard practice for similar projects.
Environmental Status:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (c) under Class 1 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment.
