Consideration of Amendment to West Orange County Water Board Joint Powers Agreement to adjust meeting stipend for Directors.
Financial Impact:
The staff recommendation of a $200 per meeting Director stipend would have an annual cost of $2,000, depending on meeting attendance and special meetings.

Direct legal counsel to draft an amendment to the West Orange County Water Board Joint Powers Agreement to adjust the meeting stipend for Directors from $100 per meeting to $200 per meeting.

Alternative Action(s):
1. Do not adjust the meeting stipend and do not amend the Joint Powers Agreement.
2. Approve a different amount per meeting and direct legal counsel to prepare an amendment in that amount.
Analysis:
West Orange County Water Board Directors are reimbursed $100 for each meeting that they attend. This Board Stipend is codified in Section 6 of the Joint Powers Agreement, amended in 2005.
Because the reimbursement has not been updated in 19 years, staff is recommending the amount be increased to an appropriate level. Staff has researched the reimbursements provided by other Orange County Joint Powers Agencies, which are listed below.
OCTA
$212.50 per meeting, limited to a maximum of 6 meetings per month
OC Sanitation District (OCSAN)
$212.50 per meeting
SCAG Regional Council District
$120 per meeting
O.C. Mosquito & Vector Control District
$100 per meeting
Santa Ana River Food Protection Agency
$0
Based on these amounts, staff is recommending that reimbursement be increased to $200. Because the reimbursement is included in the Joint Powers Agreement, the JPA will need to be amended to provide for a $200 per meeting reimbursement. Additionally, the Fiscal Year 2024/25 budget provides for the new reimbursement amount of $200 per meeting.
If the Board does not wish to proceed with the new reimbursement amount, a motion will be needed to the FY 2024/25 proposed budget to reduce that line item request.
