Request the City Manager to direct staff to identify community engagement policies and toolkits that can serve as best practices. Staff should utilize those materials and engage a community engagement consultant to develop a toolkit that will establish a set of tools to improve information flow between the City and community members. A draft toolkit should be presented to the City Council by Spring 2023 for consideration.
