Statement of Issue:
City Council approval is requested for a Sole Source Justification with Dooley Enterprises for the ongoing purchase of ammunition for HBPD personnel.
Financial Impact:
The purchases would be ongoing and are based on department training requirements and budgeting for each fiscal year, for a total of $130,000.00. The Training Unit funds, in the amount of $102,000.00, are budgeted under account number 10070303-64010 and the SWAT Team funds, in the amount of $28,000.00, are budgeted under account number 10070207-64010.

Analysis:
The Huntington Beach Police Department requires ammunition in different calibers to train and equip our officers in the use of firearms throughout each calendar year. Ammunition has been purchased from Dooley Enterprises for years because Dooley is the only authorized Winchester Dealer in Southern California. Winchester ammunition has been selected because their products meet the needs of law enforcement based on ballistic and performance capabilities. For safety and liability purposes, the selection of ammunition is critically important. Winchester has consistently been the leader in performance for law enforcement. Dooley Enterprises is located in the City of Anaheim and maintains a large stock of ammunition, making it convenient to restock training and duty ammunition without having to store mass quantities or be subject to prolonged delays in ordering or shipping. As a local vendor, there are no shipping costs making the overall pricing lower than competitors.
