Analysis

OC-9 entered operation in 1956; OC-35 entered service in 1964.  While neither line is considered to be in imminent danger of failure, it would be prudent to study options to either extend the lifespan of these lines or even replace them altogether.  Lifespan expansion would include either cathodic protection or sliplining the pipes.  Line replacement is self-explanatory. 

 

A preliminary estimate for cathodic protection is $3.8 million for OC-9 and $4.2 million for OC-35.  Attached is a spreadsheet outlining multi-year payment options by agency.  Board staff intends to meeting with the Public Works Directors of each agency to discuss a long term plan to address the lifespan of these transmission mains.  Key points to discuss include:

 

                     Preferred means of life extension or replacement

                     Financing options:  Accumulate funds prior to replacement or pay as you go.

                     How long to phase project to minimize impact of the costs

 

No action is requested at this time.  Each agencies’ input on this matter is requested.
